When is a grandparent doing too much?

My sister has two grandchildren, and ever since they were born, their son and daughter-in-law have been broke in the two months leading up to Christmas. My sister always goes out and buys Santa Claus for the kids, but she always lets it look like the parents bought it. They waste money all year and then take advantage of my sister. It makes me so mad. I end up giving my sister money so she can put on a Christmas dinner. This year she's been out of work, yet the daughter-in-law has already started talking about how she's told the kids it's going to be a lean Christmas this year because they don't have any money. When does it get to a stopping point?
