Iraq-born Islamist cleric in Norway terror trial (AP)

OSLO, Norway ? Norwegian prosecutor Geir Evanger says an Iraqi-born cleric faces up to 20 years in prison for allegedly making death threats against politicians and encouraging suicide bombings.

The terror trial against 55-year-old Mullah Krekar, who came to Norway as a refugee in 1991, opens in Oslo District Court Wednesday.

After settling in Norway, Krekar founded the Kurdish Ansar al-Islam during visits to Iraq.

Ansar al-Islam is listed as a terrorist organization by the United States and suspected of organizing suicide bombings against coalition forces in Iraq.

Norway ordered Krekar deported in 2005 after declaring him a national security threat, but postponed the move because of worries he could face execution or torture in Iraq.

Volcker defends ban on proprietary trading (AP)

WASHINGTON ? Former Federal Reserve Chairman Paul Volcker on Monday issued a broad defense of a federal rule bearing his name that would prohibit banks from trading for their own profit.

Commercial banks backed by government deposit insurance shouldn't be able to engage in speculative trading, Volcker said in a letter supporting the so-called Volcker rule.

"Proprietary trading is not an essential commercial bank service that justifies taxpayer support," he wrote.

The letter was sent to the five regulatory agencies that have approved a draft version of the rule, including the Federal Reserve and the Securities and Exchange Commission.

The rule is expected to be finalized by summer. Banks will then have until July 2014 to comply.

Congress directed regulators to draft the rule under the 2010 financial overhaul. It was a response to bets banks had placed on mortgage-backed securities, which hastened the financial crisis and led to taxpayer-funded bailouts.

Wall Street executives have opposed the rule. They say it would limit trading on behalf of customers and put them at a disadvantage with non-U.S. banks, which aren't subject to the ban.

Banks, financial services trade groups and individuals have submitted hundreds of comments in opposition. Monday was the deadline for comments.

Tim Ryan, a lobbyist for the securities industry, called the rule "unworkable" and said it will slow economic growth.

The industry says the rule will reduce trading volumes, or the "liquidity" of stocks, bonds and other instruments. Banks won't be able to trade with their own money and will likely cut back on trading for their customers to avoid running afoul of the rule. Lower trading will reduce demand for stocks and other securities, cutting into their prices.

Members of Congress from both parties have echoed the industry's criticism. About 120 members of the House signed a letter asking regulators to drop the current proposal and draft an entirely new rule.

Volcker disagreed. He noted that excessive liquidity can increase risk by encouraging more trading.

"The restrictions ... are not at all likely to have an effect on liquidity inconsistent with the public interest," Volcker wrote.

Regarding the industry's concerns about competition from overseas, Volcker wrote that they seem "superficial at best." The rule's bar on trading could make U.S. banks more appealing to many customers, he wrote.

Volcker indicated that small banks should be subject to less scrutiny under the rule. The vast majority of proprietary trading is done by a handful of large banks, he noted.

"At the end of the day, I feel confident that the restrictions imposed by the `Volcker Rule' can be reasonably and effectively administered," he wrote.

"I was trying to show the modernity of Africa, connected to an urban environment," she said backstage. Or, as the program noted: "The Edun girl ... has taken her punk rock roots on safari."

One way to achieve her desired effect, Wauchob said, was to provide body-hugging shapes for her colorful prints. Another means of contrast was in Wauchob's outerwear, which was often oversized and boxy ? a big charcoal wool jacket, for example, over a silk zebra-print jumpsuit, or a very chunky two-tone turtleneck sweater, shown over a lacquer-printed kilt skirt.

Edun was founded by Bono and his wife in 2005 to "bring about positive change through its trading relationship with Africa," according to the label. Of the 37 outfits displayed for the Fall/Winter 2012 women's collection, 29 of them included garments that will be produced in Africa.

Hewson was in the front row on Sunday, along with Julian Lennon and iconic model Helena Christensen.

And though the shivering in the audience produced some concern for the coatless (mostly) models, they actually were the lucky ones: They dressed backstage in deliciously toasty heated tents.

Penguin halts over-the-air Kindle borrowing again, this time it's serious

Penguin already signaled it'd stop providing newer titles to OverDrive's lending service, but apart from a temporary interruption last year, Kindle borrowing of older books has escaped largely unscathed. That's no longer the case: as of this month, Penguin says that "eBooks loaned for reading on Kindle devices will need to be downloaded to a computer then transferred to the device over USB." Why add the extra hassle, compared to direct wireless transfer via Amazon's servers? According to Infodocket, Penguin has simply indicated that this form of distribution breached the terms of its agreement with OverDrive. However, the American Library Association (ALA) has a more developed explanation of what's going on in this nascent industry. It says that publishers are worried about the lack of "friction" involved in eBook lending, compared to the effort required to visit a physical library. This, the ALA thinks, is leading to fears that readers will borrow more and buy less. So, perhaps the wireless delivery of borrowed titles to Kindles was just too easy for Penguin's liking?

Libya wants Gaddafi son extradited, Niger balks (Reuters)

TRIPOLI (Reuters) ? Libya urged Niger on Saturday to extradite Muammar Gaddafi's son Saadi, saying his call for Libyans to prepare for a "coming uprising" threatened bilateral ties.

In response, Niger pledged to tighten house surveillance of Saadi, who fled south to the West African state in September as Libyan rebels gained the upper hand over Gaddafi's forces. But it reiterated that Saadi could not be handed over to a state where he could face execution.

In a telephone call to Al Arabiya television late on Friday, Saadi said that he was in regular contact with people in Libya who were unhappy with the authorities put in place after the ousting and killing of his father.

"The council demands that the Niger government extradite Saadi and those who are with him to the Libyan authorities as soon as possible to maintain the relationship with the Libyan people," National Transitional Council spokesman Mohammed al-Harizy said, reading out a statement to reporters.

"They should follow the Algerian government which prevented Gaddafi's daughter from making statements or causing any trouble from their land," he said, adding that NTC Chairman Mustafa Abdel Jalil had called Niger's president to discuss Saadi.

Algeria ordered members of Gaddafi's family in exile on its territory to stay out of politics, after Gaddafi's daughter Aisha angered the Libyan government by telling the media her father was still fighting to hold onto power.

The Libyan News Agency LANA said Niger's Foreign Minister Bazoum Mohamed and his Libyan counterpart Ashour Bin Hayal had spoken by phone, and quoted Bin Hayal as saying Saadi's comments "threaten the bilateral relationship between the two countries."

Authorities in Niger signaled that their position on any future extradition of Saadi had not changed.

"We will hand over Saadi Gaddafi to a government which has an independent and impartial justice system," government spokesman Marou Amadou told a news conference.

"But we cannot hand over someone to a place where he could face the death penalty or where he is not likely to have a trial worthy of the name," he added.

TIGHTER SURVEILLANCE

Amadou acknowledged that Saadi's comments violated a condition of his stay in Niger not to engage in subversion against the Libyan authorities, and pledged tighter surveillance of his residence in the capital Niamey.

"Measures have already been taken by the government so that this never happens again," he said without elaborating.

In his televised phone call, Saadi said he was in contact from Niger with the Libyan army, militias, the NTC and other members of the Gaddafi family.

"The National Council confirms that there was not and there will not be any communication or negotiation with Saadi or anyone from the former regime," said Harizy, the NTC spokesman.

"We assure the Libyan people that neither Saadi nor anyone else can raise the Gaddafi flag on Libyan soil ... Let Saadi know and whoever is standing behind him that the February 17 revolutionaries have not put down their weapons yet and they are ready to face any foolish attempt with force."

About 30 protesters demonstrated outside Niger's embassy in Tripoli, with some spraying graffiti that read "Cut ties now" and "Close the embassy" on its walls.

Interpol last year issued a "red notice" requesting member states to arrest Saadi with a view to extradition if they find him on their territory. Niger has cited other reasons for not extraditing Saadi, including a United Nations travel ban on him.

It has pledged to comply with commitments to the Hague-based International Criminal Court, which has not indicted Saadi, who before the war was best known for his soccer obsession.

The ICC has indicted Saadi's brother Saif al-Islam for crimes against humanity. Saif al-Islam, once viewed as a likely successor to his father, is held by a militia in Libya, where he awaits trial on rape and murder charges.

In an interview broadcast by France 24 on Saturday but recorded before Saadi's interview was aired, Niger President Mahamadou Issoufou said Niger would study any extradition request on strict legal merits.

"If we receive an official request we will study it. We are a state based on the rule of law. We will study that question according to our laws and our international commitments," Issoufou told France 24.

The Libyan conflict has created new problems for the fragile region to its south. Heavily armed former fighters from Gaddafi's army have joined a new rebellion in northern Mali that has forced tens of thousands to flee from their homes.
