Asteroid mining company wants to put your face in space

CAPE CANAVERAL, Florida | Thu May 30, 2013 2:37am EDT

CAPE CANAVERAL, Florida (Reuters) - A privately owned asteroid mining firm, backed in part by Google Inc's founders, launched a crowd-funding project on Wednesday to gauge public interest in a small space telescope that could serve as a backdrop for personal photographs, officials said.

Planetary Resources, based in Bellevue, Washington, plans to build and operate telescopes to hunt for asteroids orbiting near Earth and robotic spacecraft to mine them for precious metals, water and other materials.

It also plans an educational and outreach program to let students, museums, armchair astronomers and virtual travelers share use of a telescope through an initiative on Kickstarter, a website used to raise funds for creative projects.

Planetary Resources aims to raise $1 million by June 30 to assess public appetite for participating in a space project. It expects to launch its first telescope in 2015.

For a pledge of $25, participants can make use of a "space photo booth" by sending a picture to be displayed like a billboard on the side of the telescope with Earth in the background. Its image would then be snapped by a remote camera and transmitted back.

Starting at $200, participants can use the telescope to look at an astronomical object.

The Kickstarter campaign complements the company's ongoing efforts to design and build its first telescope, called ARKYD. Investors include Google Chief Executive Larry Page and Chairman Eric Schmidt, as well as Ross Perot Jr., chairman of the real estate development firm Hillwood and The Perot Group.

"All we are asking is for the public to tell us that they want something," company co-founder Eric Anderson told reporters during a webcast press conference on Wednesday.

"We're not going to spend our time and resources to do something if people don't want it and really the only way to prove that it's something people want is to ask them for money," he said.

Planetary Resources is not the first space startup to turn to crowd-funding. Colorado-based Golden Spike, which plans commercial human expeditions to the moon, has launched two initiatives on Indiegogo, another Internet-based funding platform.

Golden Spike exceeded a $75,000 goal to start a sister firm, called Uwingu, designed to funnel profits into space projects, but fell far short of a $240,000 target for spacesuits for Golden Spike's first moon run.

Hyper-V Technologies of Virginia turned to Kickstarter to raise nearly $73,000 to help develop a plasma jet electric thruster. STAR Systems in Phoenix, Arizona, raised $20,000 for work on a hybrid rocket motor for its suborbital Hermes spaceplane.

Last year, Washington-based LiftPort ended an $8,000 Kickstarter campaign with more than $100,000 to demonstrate how robots could climb a 1.2-mile long tether held aloft by a large helium balloon.

The company is working on an alternative space transportation system called a "space elevator" that uses tethers or cables instead of rockets.

"I think crowd-funding is a new kind of bike and people are trying and willing to ride it, some successfully, some not as successfully, but I think it's here to stay," said Golden Spike founder and planetary scientist Alan Stern.

"These companies like Kickstarter and Indiegogo and RocketHub, they seem to be some kind of marketing distribution system that lets people with an idea put it out there. Previously people didn't know how to do that except run an ad in a newspaper. It's a capability we just didn't have five years ago," Stern said.

Australian Attorney-General: crack Tor for cyber security | Crikey

The Attorney-General?s Department has admitted data retention will be ?trivially easy? to avoid and that intelligence services want to be able to break into encrypted internet systems like Tor.

In a major admission, the Attorney-General?s Department has revealed Australia?s intelligence and law enforcement agencies are seeking the legal power to break into internet routing encryption services such as Tor, after admitting the centerpiece of its proposed national security reforms, data retention, will be ?trivially easy? to defeat.

The admission by officials to Senate Estimates last night will give rise to further concerns that the department, which has systematically and aggressively expanded the powers of intelligence and law enforcement agencies at the expense of civil liberties and privacy, wants far stronger powers to regulate the internet and break into encrypted systems in order to keep an eye on what Australians are doing online.

In an exchange at the department?s estimates hearing last night with Greens Senator Scott Ludlam, the department?s head of telecommunications and surveillance law, Catherine Smith, agreed that evading data retention (a proposal backed by the department that would force ISPs and telecommunications companies to retain records of internet and telephone usage) would be ?trivially easy? for anyone using services like the widely used internet routing service Tor, which encrypts and re-routes internet traffic through a series of relays to disguise its origins.

?That?s the reason [agencies] want to see major reforms to the legislation, to give them better tools to deal with these new technologies,? said Smith. Ludlam:??Presumably those tools would need to include breaking those sort of encryption services so they could be used.? Smith: ?Probably.?

Unlike Prime Minister and Cabinet officials earlier this week, AGD officials actually knew what Tor was and understood that being able to encrypt and re-route internet traffic would prevent service providers from recording what customers were doing online and prevent law enforcement agencies from linking a user to an IP address.

In addition to Tor, many commercial virtual private networks, which offer encryption and routing services, do not record any detail of the traffic passing through their servers, making it difficult for law enforcement agencies, if they could find a way to legally compel VPNs to comply with subpoenas from another country, to obtain records of internet usage even if encryption were broken.

Tor developer and Cypherpunks co-author Jacob Appelbaum has previously criticised the department?s suggestion it would seek to break encryption systems, pointing out that the encryption keys used by Tor are temporary and never known to system administrators, making breaking them or trying to subpoena them useless. ?I?m sorry to hear that Australian politicians are interested in joining the ranks of China, Russia, Iran and Belarus to name a few,? he told Crikey in response to the Department?s admissions last night. Appelbaum makes the point that trying to breach encryption systems ultimately makes everyone less secure, including governments.

?If they wish to break such services, they ensure that when they use such services, they will also be insecure???this ensures again that only criminals will have privacy, regular people???including the police fighting crime???they will be left out of having strong privacy. This opens business people up to industrial and economic espionage. It also promotes the idea that to make ourselves more secure, we should weaken our networks and add the very backdoors that most attackers work day and night to create,? he said.

?This isn?t just a civil liberties argument, I might add???though to be free from suspicion is a key part of the civil liberties battle. This is a matter of economic security as well as national security. Data retention presents a very large attack surface and the larger the attack surface, the more valuable the target, the more damage an attack will rain down on those impacted by such data retention. This is true for surveillance and censorship as much as the data collected from such systems. This in itself is threat to national security???when an attacker may know what every politician, every kid, every business person???what everyone is doing and thinking online.?

The Attorney-General?s Department has previously flagged that it is working with its counterparts in Anglophone jurisdictions on ways to bring offshore services providers under legal control, raising the possibility that Australia could co-operate with the US, the UK, Canada and New Zealand to establish an international framework to force offshore-based internet services to hand over administrative control.

French man dies of SARS-related respiratory virus

PARIS (AP) ? A French patient infected with a deadly new respiratory virus related to SARS died Tuesday of the disease, which has killed half the people known to be infected and alarmed global health officials.

The novel coronavirus is related to SARS, which killed some 800 people in a global epidemic in 2003. Dr. Margaret Chan, head of the World Health Organization, singled out the illness in a speech on Monday in Geneva.

"We understand too little about this virus when viewed against the magnitude of its potential threat," Chan said at the annual WHO meeting. "We do not know where the virus hides in nature. We do not know how people are getting infected. Until we answer these questions, we are empty-handed when it comes to prevention. These are alarm bells. And we must respond."

WHO said in an update earlier this month that 20 of the 40 confirmed cases of the disease have ended in death. Most of those infected since the virus was identified last year had traveled to Qatar, Saudi Arabia, Jordan or Pakistan. There also have been cases in Britain and Germany.

The ministry said the Frenchman, whose illness was identified May 8 after he returned from a visit to the United Arab Emirates, died Tuesday. His hospital roommate also tested positive for the illness.

AUSTIN -- Billions in construction funding for Texas universities died Monday in a dispute between the two chambers of the Texas Legislature.

If the House version of the bill had prevailed, El Paso would have gotten between $88 million and $166 million for a new building at the University of Texas at El Paso and $78 million for a new building for the Texas Tech University Health Sciences Center.

If the House and Senate had been able to agree, it would have been the first time the Legislature approved so-called "tuition-revenue bonds" since 2006. Legislators said the bonds were needed because Texas is growing rapidly and its universities are bursting at the seams.

UTEP Executive Vice President Richard Adauto on Monday

said there is no plan B to fund a $110 million, 250,000-square-foot interdisciplinary research building at the intersection of Sun Bowl Drive and University Avenue.

"There really is no other kind of funding," he said Monday morning. "We'll have to go back to the Legislature."

The funding fell victim to a dispute between the Texas House, which wanted to issue $2.7 billion worth of tuition revenue bonds, and the Texas Senate, which wanted to issue $2.4 billion.

The House, which wanted to give UTEP $40 million more than the Senate did, refused to appoint negotiators to a conference committee aimed at resolving differences between the two chambers. It was saying, in effect, that the Senate had to adopt its version of the

funding bill.

State Sen. Jos? Rodr?guez, D-El Paso, said the Senate did not respond well to such an ultimatum from the House.

"The House expected the Senate to simply go along with their version," Rodr?guez said.

State Rep. Joe Moody, D-El Paso, said he and his House colleagues were convinced theirs was the better version of the bill.

But Rodr?guez said the Senate worked with the Higher Education Coordinating Board to use a process to determine how to grant funding.

He said the House decisions were more arbitrary.

Even so, Rodr?guez said, he tried to convince his colleagues to accept the deal.

"Border institutions like ours have been neglected for years," he said.

In the end, senators arguing that it would set a bad precedent to cave in to the House prevailed, and the bill died despite early-morning attempts to save it.

Also among senators' worries was that in order to OK the House version, they would have to approve a $300 million "technical correction" to the bill.

"They were worried that the voters wouldn't see that as a technical correction," Rodr?guez said.

Gov. Rick Perry is expected to call a special legislative session in the coming days. An early press release listed legislative redistricting as the only item on the agenda.

But Rodr?guez said that Perry added items to the agenda as the last special session went on. Lawmakers are said to be pressing the governor to add tuition revenue bonds to the special session agenda.

Sonya Moore Upset That Government Shut Investigation Into Death Of Son Derek Williams In Police Car

MILWAUKEE ? A woman whose boyfriend died in police custody despite gasping for air and pleading for help is considering filing a lawsuit, her lawyer said Tuesday after the U.S. Justice Department said the three officers would not face federal charges.

Robbery suspect Derek Williams died in July 2011 after fleeing about a block and a half from officers. The medical examiner's office initially classified the death as natural, saying he died of sickle cell crisis ? he had the genetic marker for sickle cell but not the disease itself. It was reclassified as a homicide after an investigation by the Milwaukee Journal Sentinel.

A video obtained by the newspaper showed the 22-year-old struggling to breathe and pleading for help from the backseat of a police car for nearly eight minutes, then growing progressively weaker and collapsing. Police eventually performed CPR and called paramedics. Williams was dead within an hour.

The U.S. Department of Justice and FBI investigated but couldn't find enough evidence to support charging the officers involved with depriving a person's rights under the color of law, U.S. Attorney James Santelle told reporters Tuesday.

A special prosecutor previously declined to file state charges for similar reasons. In March, the inquest jury found probable cause to support charging the three officers in state court with failure to render aid. But special prosecutor John Franke said he wasn't confident he could meet the standard of proving guilt beyond a reasonable doubt.

To bring federal charges, Santelle would have to prove the officers had specific intent to deprive Williams of his rights.

"Mistake, misperception, negligence or poor judgment are not sufficient" to bring federal charges, Santelle said. However, he declined to say whether there was evidence of mistake, misperception or poor judgment.

Derek Williams's mother wept silently throughout the news conference, wiping her reddened eyes with the back of her hand. Afterward she told reporters she hasn't been able to sleep since her son died.

"Everyone that's seen that tape knows that was some wrongdoing," Sonya Moore said, fighting back tears. "This is not justice. This is not justice. ... I'm so hurt right now."

Her attorney, Robin Shellow, said she was angry when Santelle declined to offer an opinion on whether the police officers did anything wrong. She also said the reason none of the white police officers was being held accountable is because Williams is black and that the justice system in Milwaukee doesn't care about black people.

"They have no opinion because the lives of young black men don't merit an opinion. That's what I heard," Shellow said.

Shellow said it was too early to discuss a lawsuit. But Jonathan Safran, who represents Williams' girlfriend, Sharday Rose, said his client is seriously considering legal action.

"We certainly think that someone needs to be held accountable," Safran said, "and to this date no one has been held accountable."

FBI agents who looked into the case found no medical evidence to back reports that police used excessive force on Williams or knowingly ignored his apparent medical distress, the Justice Department said. It also said the squad-car video does not show the scene from the officers' vantage point and there's no evidence that officers were watching Williams on the video monitor or for the entire time.

Franke, the special prosecutor, had noted in his report that the squad-car video was filmed with an infrared camera that produces a clearer image than what police would have seen on that dark night. He also wrote that officers' views might have been compromised by glare from their laptops reflecting on the plastic window between the front and back seats.

The officers ? Jason Bleichwehl, Jeffrey Cline and Richard Ticcioni ? declined to testify during the inquest, citing their Fifth Amendment right against self-incrimination. Other officers testified that they thought Williams was faking.

The Justice Department is still reviewing whether it should sue the Milwaukee Police Department for a pattern of civil-rights violations.

Milwaukee Police Chief Ed Flynn said in a statement that the department has taken significant steps to prevent similar tragedies and is committed to regaining the community's trust wherever it is weakened.

    Man accused of killing couple, assaulting toddler

    ANCHORAGE, Alaska (AP) ? A man arrested fleeing from an Anchorage home wearing boxer shorts has been charged with beating an elderly couple to death and sexually assaulting their 2-year-old great-granddaughter ? a case that officials say has shaken investigators for its brutality

    Touch Chea, 71, and his wife, Sorn Sreap, 73, were found dead Saturday night from significant blunt force injuries. Police said Sreap and the toddler were raped.

    Officers arrested Jerry Andrew Active, 24, as he allegedly fled the east Anchorage homicide scene. He was later charged with first and second-degree murder, sexual assault and burglary.

    Investigators were affected by the brutality and the ages of the victims, police department spokeswoman Anita Shell said.

    "They said this was the worst thing they had ever seen in their lives, and these are seasoned detectives," Shell said.

    Police Sgt. Slawomir Markiewicz said Sunday that there are no indications that the victims were connected to the suspect.

    "It doesn't appear that he knew them," he said. "It looks like a totally random act."

    The victims were part of an extended family that lived in a ground-floor, east Anchorage apartment with their granddaughter and her husband, who are the parents of the toddler and her 4-year-old brother. The younger couple's 90-year-old great-grandmother also lives in the apartment and was at home during the incident.

    Police said the younger couple, who are in their 20s, went to a movie Saturday night with their son and left the 2-year-old in the care of Chea and Sreap.

    The parents of the child and their son returned shortly before 8 p.m. and found the door locked from the inside.

    They told police they forced their way in through a window and discovered the bodies of Chea and Sreap.

    A man in his 20s, they said, was naked in a bedroom with their daughter.

    The woman called 911and police dispatchers heard screaming over the phone. The woman reported a man had broken into her home and killed her grandmother, Sreap. The woman described the man as naked with several tattoos.

    Oggl, Hipstamatic's new photo sharing service for the iPhone, has been updated in the App Store removing the requirement for an invite code. New users can now download the app and signup and join the new community that Hipstamatic bills as "A community of creative people capturing & curating their Lives through photography."

    Sen. Rand Paul (R-Ky.) has introduced legislation that seeks to extend Fourth Amendment protection to electronic communications, which if successful would be a major move to protect online privacy.

    This comes after it was revealed that both?the IRS?and?the FBI claimed?they did not need a warrant to spy on the electronic communications of Americans.

    However, some might be skeptical given?Paul?s much-criticized apparent flip-flop on the drone issue.

    Nonetheless, Paul has made some much needed statements about the lack of protection given to the private electronic communications of the American people.

    ?In today?s high-tech world, we must ensure that all forms of communication are protected,? Paul said in a?press release. ?Yet government has eroded protecting the Fourth Amendment over the past few decades, especially when applied to electronic communications and third party providers.?

    The Fourth Amendment is supposed to protect the American people from unreasonable search and seizure, though?that has been undermined quite a bit.

    The Fourth Amendment usually requires warrants to be issued based on probable cause, but?that too has been increasingly eroded?under the?guise of fighting terrorism.

    ?Congress has passed a variety of laws that decimate our Fourth Amendment protections,? Paul said. ?In effect, it means that Americans can only count on Fourth Amendment protections if they don?t use email, cellphones, the Internet, credit cards, libraries, banks or other forms of modern finance and communications.?

    Paul?s legislation, the Fourth Amendment Preservation and Protection Act, or?S. 1037, would require law enforcement to obtain warrants when seeking access to personal data online including emails, chat logs, online banking records and more.

    ?Basic constitutional rights should not be invalidated by carrying out basic, day-to-day functions in a technologically advanced world, and this bill will provide much needed clarity and reassert Fourth Amendment protections for records held by third parties,? he said.

    As WebProNews?points out, Paul?s legislation was introduced only a month after the?Electronic Communications Privacy Act Amendments Act of 2013, introduced Sen. Patrick Leahy (D-Vt.), was approved by the Senate Judiciary Committee.

    ?Unlike Leahy?s bill, however, Paul?s bill would ensure all online data held by third parties is protected by the Fourth Amendment,? according to Zach Walton of WebProNews.

    This type of reform seems to be gaining steam, with Attorney General Eric Holder even supporting an update of the Electronic Communications Privacy Act, as the Electronic Frontier Foundation?noted on Thursday.

    On Wednesday, Paul also?introduced?the Preserving Freedom from Unwarranted Surveillance Act of 2013, a bill that aims to ?protect an individual?s right to privacy against unwarranted governmental intrusion through the use of unmanned aerial vehicles, commonly known as drones.?

    Such legislation?seems to be increasingly palatable in Washington, at least to a degree, and has?gained traction?in?state legislatures around the nation.

    It will be interesting to see how these bills fare in a climate that?remains hostile to limiting government power.

    This mix of new insurance and home construction upgrades are incredibly costly. According to a press release, new legislation sponsored by Senator Charles Schumer hopes to protect homeowners already?victimized?by Sandy from burdening unneeded expenses.

    The proposed legislation is known as the Strengthen, Modernize and Reform the National Flood Insurance Program Act (SMART). If enacted the legislation would delay rate increases by six months after FEMA?s affordability study is complete and allow for an extensive study on how these increased costs will impact communities.

    ?This legislation ensures that Congress will have the necessary time and data to make changes to National Flood Insurance Program before any premium increases go into effect, so communities aren?t overwhelmed and property values aren?t decimated,? said Schumer.

    Here is a list of everything SMART act will do:

    • Delay premium increases until 6 months after FEMA?s affordability study is submitted to Congress.
    • Expedite FEMA?s affordability study. To expedite this, the legislation permits FEMA to use available funds outside of the National Flood Insurance Fund to complete the required study and makes a technical change to the affordability study to ensure the timely completion of the study.
    • Allow properties currently receiving a subsidized rate to keep that rate when sold.
    • Study voluntary community-based flood insurance options which could provide communities with the option to purchase blanket policies for all properties in their communities or a portion of their communities. This could allow for communities to offer more affordable insurance policies to their residents and provide greater incentives for community-wide migration activities.
    • Eliminate penalties on communities for self-financing flood protection. FEMA?s AR and A99 flood-zone categories provide more affordable flood insurance to qualifying communities in the process of flood protection projects. Currently, while flood expenditures on these activities can be fully counted toward community eligible calculations, there is a cap on the amount of state and local funds that may enter this calculation. Proactive communities who are sharing cost burdens with the federal government for flood protection should not be penalized for self-financing these projects. This bill will eliminate the 50% cap on state and local contributions to these projects.
    • Federally funded new construction is currently prohibited in V-zones. In some situations, new construction should be permitted in the V-zone when relocation is impractical, provided the facilities are built to strict, established flood protection standards. These facilities will also be subject to a FEMA evacuation plan to promote the safety of the persons who occupy or access them.
